Dr. Carlos Ernesto Mendoza Santiesteban is a neuro-ophthalmologist who specializes in caring for both adults and children with conditions at the intersection of the brain, optic nerve, and retina. He serves as an Associate Professor of Clinical Ophthalmology, bringing academic expertise to his practice. His clinical focus spans hereditary and mitochondrial optic neuropathies, toxic-nutritional optic neuropathy, complex optic nerve disease, and visual complications of systemic or neurologic conditions such as Parkinson’s disease, multiple sclerosis, and Alzheimer’s disease.

Carol Karp

Dr. Karp is a tenured Professor of Ophthalmology at the Bascom Palmer Eye Institute at the University of Miami School of Medicine and holds the Richard K. Forster Chair in Ophthalmology and the Dr. Ronald and Alicia Lepke Professorship in Cornea and Ocular Surface Diseases. She is co-director of the cornea service at Bascom Palmer Eye Institute. She is an expert in the management of ocular surface tumors and anterior segment surgery. A graduate of Brown University, she did her residency at Kellogg Eye Center at the University of Michigan. Dr. Karp joined the faculty of Bascom Palmer Eye Institute in 1994, after completing a fellowship in cornea and external diseases at the center. In the late 1990s, Dr. Karp pioneered the use of interferon for the treatment for ocular surface squamous neoplasia.

A leader in ocular surface oncology, her research has produced several landmark articles on the topic. Her current interests are in the management of ocular surface tumors and ocular surface imaging using the ultra-high-resolution OCT.

Among the significant recognition, Dr. Karp received the Career Achievement Award from the Women in Academic Medicine Society in 2024. In addition, she was bestowed the honour of the Castroviejo Medal for 2022, the highest award bestowed by the Cornea Society. She is the fourth woman to ever get this award. She was named on the 2025, 2024 and 2023 Power list as a top 100 (number 11) ophthalmologist. She was previously in the 2021 top 100 women in ophthalmology, by The Ophthalmologist, and on the 2019 Power list as one of the top 50 most influential ophthalmologists. She was voted one of America’s best Eye Doctors by Newsweek in August 2022 and 2021. In addition, she was given the 2019 Shaler Richardson, MD, Service to Medicine Award from the Florida Society of Ophthalmology, recognized for greatest personal contribution to quality ophthalmic patient care. In addition, she was honoured with the Lifetime Achievement Award in 2023, the Senior Achievement Award (2015) and the Secretariat Award (2011) from the American Academy of Ophthalmology (AAO) for her accomplishments and service to the AAO, where she served on numerous task forces, and regularly teaches at the annual meetings. She also received the Mentorship Award from Women in Ophthalmology and the American Medical Association Women Physicians Sector in 2013. She was a co-chair of the Cornea Day for 3 years. Along with her service to the AAO, Dr. Karp serves as Presient of the Pan-American Academy of Ophthalmology. A member of the prestigious American Ophthalmological Society (AOS), she served on its program committee for three years until 2025. She is the co-director of the Inter-American Course in Clinical Ophthalmology (Curso). She has repeated inclusion in “Florida Superdoctors” and “Best Doctors in America”. Outside of Bascom Palmer, Dr. Karp is an avid athlete, exercising daily in the wee hours of the morning.

Cory J. Lappin

Dr. Lappin’s practice focuses exclusively on the treatment of dry eye and ocular surface disease. He has authored countless articles on these topics, and he routinely travels nationally and internationally to lecture on these subjects. Dr. Lappin is the founder of The Dry Eye Center of Ohio, a dedicated dry eye and ocular surface disease clinic in Cincinnati, Ohio.

He is a Fellow of the American Academy of Optometry, and a member of the American Optometric Association, the Ohio Optometric Association, and Intrepid Eye Society. Previously, he served as Secretary on the Board of Directors for the Arizona Optometric Association. He is also Chief Medical Editor for the e-journal Optometric Physician and a member of multiple editorial boards for eye care publications, including Eyes On Eyecare and Optometry 360, and serves as Chair for Eyes On Eyecare’s annual Corneal Health Summit.

Dr. Lappin received the American Academy of Optometry Foundation Practice Excellence Award and was named the 2023 Young Optometrist of the Year by the Arizona Optometric Association. He is also a graduate of the AOA Leadership Institute 1.0 and 2.0 programs.

Craig Murray

David T. Tse

David T. Tse, M.D., is a thought-leader in oculoplastic surgery and orbital diseases who pioneered the use of intra-arterial neoadjuvant chemotherapy in treating a lethal lacrimal gland malignancy to improve long-term disease-free survival substantially. He founded the Nasser Al-Rashid Orbital Vision Research Center at Bascom Palmer, the first cure-based orbital research laboratory of its kind in the world, assembling a broad range of research scientists and clinicians focused on finding novel therapies for orbital diseases with significant morbidity and mortality, orbital cancers, traumatic optic nerve injury, and clinical applications for stem cells and biomedical studies. Tse holds five U.S. patents and thirteen provisional patents, one of which describes the composition and methods for treating traumatic optic neuropathy. He developed and introduced to the marketplace an integrated orbital tissue expander to stimulate anophthalmic socket bone growth to address hemifacial deformity in children born without an eye. Another innovation is the use of facial topographic mapping, 3-D printing, and silicone casting of orbital prostheses to address the principal barriers to an affordable custom prosthesis worldwide: access and cost. His laboratory is at the leading edge of transformative eye disease research – whole eye transplantation. He has 78 visiting professorships and delivered 25 named lectures. He edited the Color Atlas of Ophthalmic Surgery: Oculoplastic Surgery and has authored 77 book chapters and over 180 peer-reviewed scientific articles. He is a member of the American Ophthalmological Society, and he served as a Director of the American Board of Ophthalmology from 2001 to 2009. Dr. Tse precepts an American Society of Ophthalmic Plastic and Reconstructive Surgery-approved fellowship and has trained 34 fellows.

She is also Joint Clinical Lead and Trustee of the Moorfields Lions Korle Bu Trust, delivering sub-specialist ophthalmology training across West Africa in partnership with the West African College of Surgeons. She developed an innovative diabetic retinopathy management course with input from University College London and WACS, and established a retinal laser simulation course for London trainees, also delivered in West Africa, COECSA, Ethiopia, and Egypt.

Evie is the Co-Founder of the Sickle Cell Retinopathy Network (SCR.net), leading the development of the first international guidelines for this neglected condition. She previously served as Workforce Race Equality Standard (WRES) Expert (2020–2025) and as Chair of Equity, Diversity and Inclusion at the Royal College of Ophthalmologists.

Her Say it. See it. Sort it. framework, published in The BMJ (2025), calls for practical antiracism in healthcare.

Her impact has been recognised with multiple awards, including the GDDA Rising Star Legacy Award (2025), Black Healthcare Clinical Excellence Award (2025) and Cura-H Health Equity Champion Award (2024).

Fiona Rowe

he received his Masters degree in Ophthalmology in 1995.
His post-doctorate fellowship was at the Université Claude-Bernard, Lyon, France
from 1996-1997. He then completed a fellowship in Ophthalmic Oncology at the
Ophthalmic Oncology Centre, Wills Eye Hospital, Philadelphia PA from 1997 to
1999 under the patronage of Drs. Jerry and Carol Shields. This was followed by a
vitreoretinal clinical fellowship at University of Virginia, Charlottesville,
Virginia, USA from 1999 to 2000 under the patronage of Drs. Brian Conway and
James Tiedemann.
Dr. Othman received his doctorate degree in Ophthalmology and thesis
dissertation in 1999 from Cairo University. In July 2000, Dr. Othman elected to
return to Egypt where he found the first Ophthalmic Oncology Centre in Egypt
affiliated to the National Eye Center which was inaugurated in March 2003.
IN 2007, the “ex-vivo expanded stem cells on amniotic membrane” was
introduced to Egypt by Dr. Othman after success in manufacturing the corneal
epithelial growth factor in collaboration with the National Cancer Institute
In 2010, Dr. Othman introduced the “Boston permanent keratoprosthesis type 1”
to Egypt in association with department of Ophthalmology, Harvard, Medical
School in cooperation with Dr. Roberto Pineda.
Dr. Othman is involved in providing accredited fellowships in Ophthalmology for
residents and fellows at the EyeWorld Hospital, a tertiary referral Ophthalmic
Hospital in Giza, Egypt through cooperation with ICO and IOFF. International
fellows from Africa, Middle East and Europe benefit from this in-depth training.

Dr Othman believes in education and spreading and sharing knowledge. He is the
editor of the e-learning book in “Interactive Ophthalmic pathology with clinical
correlation” that is available pro-bono for the ophthalmic community (Link: Eye

Dr. Sotiria Palioura is a board–certified ophthalmic surgeon and professor of clinical ophthalmology at the Bascom Palmer Eye Institute – University of Miami Miller School of Medicine. She specializes in cornea, cataract, and ocular surface surgery. Palioura received her MD and PhD degrees from Yale University on a full scholarship. She completed her ophthalmology residency at Harvard Medical School/Massachusetts Eye and Ear Infirmary, followed by a fellowship in cornea and external diseases at the Bascom Palmer Eye Institute. Her research has been published in leading peer-reviewed journals, including Cornea, The Ocular Surface, American Journal of Ophthalmology, and Ophthalmology Science, and she is a regular presenter at national and international conferences. She currently supervises MSc and PhD students and serves on the editorial boards of several journals in ophthalmology, orthoptics and optometry.
